あります is a Japanese be-verb, so it basically means that at this restaurant, your wife exists. A pretty bold claim?
Of course they are talking about WiFi… and if they really were referring to a human wife, they’d need to use the be-verb for living things – います。

According to the Japan Times, a 71-year old Japanese man has been arrested recently due to making 24,000 complaint calls to the custom service staff of KDDI (a telecommunications company).
